In the ISO/TS 29002-6 model, the following attributes are optional:
terminological_item.terminological_item_ID;
language.language_item_ID.
However, within ISO 22745, a terminological_item and a language is always referenced by its OTD-assigned IRDI, and thus the identifier needs to be present, both in an OTD entry that represents a terminological_item or language, and in messages used to exchange information about a terminological item or language.
Change the cardinality of attribute terminological_item_ID from [0..1] to [1..1].
This change requires that:
each entry in an OTD for terminological_item has an identifier;
whenever a terminological_item is exchanged, it includes an identifier.
